In March 2025, the Ontario Human Rights Commission released
Dreams Delayed: Addressing Systemic Anti-Black Racism and Discrimination in Ontario's Public Education System. The report provides strategic actions focused on three areas:
- Accountability and transparency
- Monitoring and evaluation
- Student well-being
In direct response to this report, the Windsor-Essex Catholic District School Board (WECDSB) makes this formal and public acknowledgment of the structural and systemic nature of anti-Black racism within the education system. We recognize that systemic anti-Black discrimination is a lived reality that continues to impact the fundamental rights of Black students and staff to learn and work in environments free from harassment and bias. We acknowledge that systemic anti-Black racism is at the root of ongoing discriminatory practices pervasive throughout Ontario’s publicly funded education system.
Guided by our mission to
know every student, to inspire them to follow the example of Jesus, and to empower them with the knowledge and skills they need to live meaningful, purposeful lives, the WECDSB is dedicated to actively identifying, addressing, and dismantling anti-Black racism within our schools, policies, and practices. We believe that upholding human dignity is a sacred responsibility, ensuring that no student or staff member’s potential is hindered by systemic inequity.
We are committed to listening to and engaging with Black students, staff, families, and community partners in order to shape equitable educational experiences and improve outcomes for all.
Through our
WECDSB Equity Action Plan (2025-2028) and in responding to the calls for action outlined in the Dreams Delayed Report, we strive to create learning and working environments where every individual is valued, supported, and empowered to reach their full potential.
